Citizens For Nonviolent Action Against Racism (CINAAR), was co-founded by Lisa Anderson and Spencer L. Hamm, in response to the Aryan Nations yearly conference in Coeur d'Alene, Idaho and particularly the KKK style Christian cross burning in the front yard of Spencer L. Hamm and Toni Scott's Spokane Valley home on August 20, 1988. CINAAR pledged then as now to fight racism in the Inland Northwest and abroad by educating the community on equality for all.
CINAAR is a 501c3 nonprofit organization that has a board of directors and a set of by-laws. It also has an Executive Director, Spencer L. Hamm, Secretary-Treasurer, Toni Scott and Chairman of the Board, [open]. In it's early years CINAAR focused on acts of racism, police brutality and the dissemination of material in its fight against racism. This took the forms of marches, rallies, a newspaper - The Question and protests. In 1993 the thinking of CINAAR began to change and the emphasis shifted to economic development and diversity with increased efforts towards racial harmony. As a result today we are planning to develop the CINAAR Cultural Diversity Tourist Attraction.
For many years the Eastern Washington area has been labeled as an area that was involved in racist and discriminatory action, this must and will change with the development of Cinaar's Cultural Diversity Tourist Attraction. The tourist attraction will also enhance employment, widen area scope regarding multi-culturalism and diversity and will increase tourism for the benefit of all who reside in this area. A media blitz is underway to let everyone in the area become aware of the project and what they can do to become a partner in the development.
The proposed Cultural Diversity Tourist Attraction plan is to create a non-traditional tourist attraction that will enhance the area's image, racially and diversified. As the proposed project is developed, employment, tourism and general racial harmony will become more evident, once the start up of the project is completed.
The key factor in the proposed project is the ability to obtain the money to obtain the land. Once the land has been obtained it can then be used as collateral to obtain funds from the private sector for construction of the Cultural Diversity Tourist Attraction.
